Essentially, because when you look through the other assessments that were made in financial stability reports, including in relation to capital, the banks were well-capitalised by comparison at the time and quite a number of the other indicators in the financial stability reports, the financial soundness indicators, for example, all showed a resilience in the banking system. No banking system at the time was assessed against the type of shock that occurred.
