Not within a monetary union, the capital controls ... you can’t actually do that at source. But you do have to ... in the light of the crisis, there has to be some system of regulation which is far more intrusive, which deals with the downside of that within individual institutions. Now, I think that's accepted as a result of this particular crisis but it wasn’t accepted at the time.
