Mr. John Hurley:

I don't think that's the case. I mean, after the 2003 Act was implemented, the legislation was clear. It was something I didn't favour or support but the legislation was clear and the legislation divested the Central Bank of prudential supervision. In that particular situation, the responsibility ... the responsibility was clear. I didn't see any turf war at that time. The turf war was over.
