Mr. John Hurley:

I believe that the two powers that he mentioned ... the first power that he mentioned related to an entirely different function and would be very unlikely to be used by a Governor of the Central Bank. Theoretically, it might be so. But the ... all of these powers were overtaken by the power in the new Act. And it's the power of guidance in the new Act that would be used.
