I think the answer to that is "Yes". I mean the fact of the matter is that we had very significant information coming through the Financial Regulator in relation to the individual banks.
Subsequently, examinations were done - I think it was by Pricewaterhouse ... they came to a view and that gave a view on a certain level of capital that was required. Now, I think that ... that wasn't a view of insolvency but it was a view of extra capital that would have been required. I mean, if that had been done earlier, at least that view would have been there.
