I don't think there was a deficiency, and the type of report that you mentioned is exactly what you'd expect, that you were ... you were building up a monitoring system which, I think, was quite advanced in relation to the monitoring systems of other countries and the DSG was pivotal to that so I really don't think there was any deficiency. I thought that the operations of the domestic standing group and the way it went about its business and the issues that cropped up, I thought they were appropriate.
