It goes on then to state, "There have been other instances where senior management in IBRC have shown similar disregard for the spirit of the Relationship ...". It is fairly strong language in the context of a briefing note. Indeed, in terms of the request to increase the payments to staff within IBRC, they have totally disregarded the Department. They were treating the Department as if it had no input into this. Is that correct? I presume that is why the Department provided the briefing note.
