The Committee on Justice, Defence and Equality always had the system of pre-legislative scrutiny in place but all committees now have to do that. Perhaps some type of similar system could be set up, either under the auspices of the Committee on Justice, Defence and Equality or the Joint Committee on Foreign Affairs and Trade.

That would enable all members of the Oireachtas, including members of civil society, to contribute and have a full debate because there will be members of both Houses who will not have an opportunity to give their input. Perhaps we could look at setting something up and sending a report to the Taoiseach about it. That could be useful.
