In answer to the question of when the services will be safe, in any health care system it is the responsibility of the provider within that health care system to be complaint with the national standards and with all other standards. It is the role of the regulator to make an assessment against their compliance. On the question of when the services will be safe, unfortunately, I believe that is a question for the HSE. The HSE has to tell us when it believes they will be safe, and we will at that point try to make some form of assessment of assurance on that particular statement.
