The only difficulty is that one is not clearly and explicitly naming childminders because - correct me if I am wrong - the Minister believes the majority of childminders work in isolation and that one person tends to look after children. Am I correct that if there were a

childminding facility where multiple persons looked after children, there would be a requirement to produce a child safeguarding statement?
