The ineligibility could be caused by a farmer meeting the requirements of an SPA or SAC but not doing so otherwise than because he or she was required to do so under a habitat management plan. He or she could have done it under his or her own volition or allowed the lands to fall into a state that would meet the requirements of an SPA or SAC, but not because it was ordered by a habitat management plan.
