Flood Risk Insurance Cover: Discussion

Insurance Ireland's report from 2013, which is the most recent one I could find, indicates that total gross premiums in Ireland as a percentage of GDP stood at 8% in that year, which is higher than the European Union and OECD averages. Is it accurate to state that Ireland is reasonably dense in terms of coverage? Are there other reasons for Irish people spending so much money as a percentage of GDP on insurance premiums?
