I am surprised that this seems to be the core of the problem here, given that in most countries, including the UK, the insurance industry would say not enough is being done and would be working - in the case of England with the Environment Agency - to identify the schemes and the needs for investment.
Again, I am surprised this does not seem to be the case here because it seems logical. There is a huge interest for insurers in making sure those investments go on because, ultimately, insurers want to write business. For an insurer not to write business might occasionally be a good decision but, ultimately, it is in business to write business. Therefore, I am a bit surprised.
