I thank Dr. Surminski for raising the issue of climate change because it is the elephant in the room. Often when we discuss climate change in this institution, we speak about it as a cost, but in fact not dealing with it is a cost.

In respect of the State and insurance companies, what is the incidence of the State providing direct insurance cover in these scenarios or competing against private firms to provide insurance for these types of risks?
