In regard to children, it is a situation that has existed for a long time. Many of the services for children with intellectual disabilities and other needs are provided through voluntary organisations, mainly on the basis of service level agreements. We have not encountered any issues in following up investigations. However, the 2012 amendment gives us the ability to designate a body as reviewable if necessary. We take the view that if public funding goes into a private entity to provide a public service, we need to have oversight of it.
