Mr. Simon Carswell:

I do not know whether it is more pronounced or not in Ireland. As I said in my opening statement, I think the fact that we are a small country and there is potential for more people - different people - to meet more often means that there is a requirement to have a very thorough register of lobbying, for example. I think that it should be as detailed as possible, within reason of course. I used the word "onerous". I think it is important that we know who has access to Government decisions. It is not a bad thing. We just need to know so that we can figure out if decisions are made because there is certain undue influence brought to bear on a politician. The transparency, I think, will improve the process by which citizens make representations to their elected representatives.
