Mr. Simon Carswell:

I think they were, yes. I think they were qualifying. I think there was alarm in Frankfurt at the rate of increase. The rate of increase arose because of the end of the two-year period of the guarantee. One thing that surprised me was that the ECB did not see that coming. We knew it was a two-year guarantee from September 2008, so there was always going to be a funding cliff at a particular point. I was surprised that the ECB was shocked that, suddenly, there was this huge increase in ELA borrowing.
