Committee of Inquiry into the Banking Crisis
Context Phase
Pearse Doherty (Donegal South West, Sinn Fein) | Oireachtas source
Again, in his opening statement, Mr. Carswell said, "Moral responsibility for the excesses of this period can be cast widely but legal responsibility for what happened, and what was permitted to happen, far less so." It is a different view than that put forward by Dr. Nyberg who was of the opinion in his report that, "The nature of systemic banking crises rarely allows blame and responsibility to be confidently allocated." Mr. Carswell has purposely challenged this view by saying that there were a limited number of people involved in key decision-making. When we talk about the limited number of people are we talking about single numbers, double numbers, or a couple of dozen? What is Mr. Carswell's thinking in relation to the number of people that could be held accountable?
