Mr. Simon Carswell:

Legally could they have done it, or practically could they have done it? There is a difference. Practically I do not think they could have done it. You cannot withdraw funding if it is already lent. They could certainly put pressure on to increase the cost of it. That was the lever they could have pulled to put pressure on the Government. It came under exceptional liquidity assistance funding, ELA. It jumped so quickly because the money was borrowed by all of the banks but in particular by Anglo Irish Bank through the ELA facility at the national Central Bank. It had to be approved by the European Central Bank and required two thirds of the governing council to vote on it. The "could" I mentioned in that statement that I made - what is the date I gave the speech?
