Mr. David McWilliams:
No, because they were about the immediate cost of a guarantee. The idea of a temporary holding guarantee was to prevent a bank run which would destroy people's savings. When one is in government, one can do these things, it is one's decision for one's country. The Government could have minimised the cost.
