It was total. When one goes to find out what is going on, one needs facts. One needs the hard numbers. Is it 1 million or 10 million? The impression I got was that he and the people around him - the paid advisers and all these people - were not in possession of the facts at all. Therefore, they could not do anything permanent. They had to do something temporary because they had to calm it down in order to find the facts. As a former investigative journalist, Senator O'Keeffe knows that one needs to dig.
