The use of suspense accounts is appropriate. So one can pay the money to OPW but one does not charge it in the year. It is holding funds for one. It is as if one had it in one's own bank account. That is the whole point of the suspense account - so that the transfer is not charged in the year because it may or may not have been spent by OPW at the balance sheet date.
