I think proper and effective regulation would have gone some way to preventing the problems we were in. The 40 pieces of legislation which were passed over the period of time from 1987 to the early 2000s, basically the liberalising of the financial markets and making it easier to engage in these kinds of activities, were quite clearly a mistake.
