Yes I would in the sense that neoliberalism is always relative. It is relative to the levels of expenditure which would have been achieved under other policy regimes. While those levels of expenditure are substantial and not negligible they would be smaller than those of our European partners. They compare favourably with those in the United States and Britain but those countries would be examples of heavily neoliberal influenced regimes.
