I wish to return to the issue of interpretation, which is fascinating. Did geography have any bearing on that or was an unwillingness to use interpretation services found across the board? Was that because people were under pressure and felt that it would be too time consuming? Was it because they did not want to have the hassle of having to telephone somebody else? What was the issue there? If we are to bring this to the Minister or the Department for further work, we need to tease out why this was not being done. I ask the witnesses to clarify that for us. What is their understanding of why there was little use of interpretation services?
