I do not think it is a policy. There are very varying levels of practice and competence at the front line. A large proportion of cases we see and the cases exampled in the report relate to the community welfare service. There is a particular issue with that service. We analysed the cases and took them at face value. There is a level of analysis that we would be making leaps if we were to come to some of the assertions the Senator is making. Certainly, there is more than enough evidence to suggest that the practice could be a lot better.
