I did not do it. My decision was that it should not happen. However, it had happened when I came back from Warsaw. The author had left the institute at that stage, I think. I had no conversation with him. I came back on 2 October and the first set of files was finalised on the first not the second of the subsequent set. It was a lapse, but my decision was that this was political and it should not happen.
