Earlier, Professor FitzGerald talked about when he was in Warsaw and said he had written to the Financial Regulator on foot of his concern about developers potentially leveraging funding from a bank in Poland as well as banks here. Did he do that personally or on behalf of the ESRI? What made him suddenly think to do it at that moment, given that it was the realm of developers and bank financing in which, he has acknowledged, the ESRI did not have expertise.
