Regardless of what marks are on an artefact owned by the State, if a nice book comes up for sale from the boot of a car at a mart and winds up on someone’s coffee table the person does not know it is the property of the State and has been robbed. At what stage does the library say it must tell people what is missing in order to recover these things?
