The e-mail saying that the studentships did not contravene procedures was not included in the file when it should have been. It was not provided to the Comptroller and Auditor General. There was a significant turnover of staff in the interim and our HR unit was running with one person and our finance staff resources were also reduced. Corporate memory was lost and the e-mail had not been put on file. For that reason, the Comptroller and Auditor General was not informed when he was carrying out the audit.
