Absolutely. They were too big to fail because of these regulatory norms. From the little I know about the Irish case, AIB clearly was deserving of nationalisation a long time before it happened. If one considers the guarantee as including a call on the assets of the firm, it was in the taxpayer's interest to call that position earlier.
