Professor Edward Kane:

A majority gave blanket guarantees. I would have to go back to 2004. The easiest thing politically is a blanket guarantee because there are all these people fearful of losses. If one says the government will pick it up, it is so much easier administratively and politically for the authorities in the short run. That is why the majority of them took that approach but they did not take it proudly. Subsequently, they took a lot of heat for doing so from the populations and the citizenry. That is why I say it is elitist because they make the elites happy but they are punishing the ordinary citizen.
