Professor Edward Kane:

The point is that if two banks are very much larger than all the other banks, it is very hard for the smaller banks to operate, especially if the giant banks enjoy these too-big-to-fail guarantees. There are always some small banks in the system but they will be disadvantaged because they will not have these implicit guarantees.
