I agree with Senator Hayden that it is not a one size fits all. This is general guidance, it is set out and written down as general guidance. It provides an opportunity for contracting authorities to go back to the State Claims Agency and have a conversation with them about the limits they should actually put in place. It was broadly welcomed by industry because it brought down the level of professional indemnity and product liability insurance. It brought the numbers down very considerably from what went beforehand. People did not know what levels to apply and typically took an extraordinarily conservative view, whereas most contracting authorities simply need to cover a basic level of risk.
