As far as I know, when I looked through it a long time ago, basically it was a list of contacts suggesting that this person would need to be called, this is the telephone number and we should take account of talking to the European Commission and the Department of Finance. It was that sort of operational outline of what do we do if there is a problem. Other documents were prepared apart from the Black Book, which I think became known as the Red Book.
