Now, I do not know that I know the answer to that question. It goes way before the scope of my inquiry. I would be surprised if the Central Bank had not provided some advice on the matter. Other people provided advice and wrote reports, including myself, in another incarnation. Anyway, I cannot answer that question. It goes way back. These matters would have been discussed in 1992, 1993 and 1994, a long time before the scope of my inquiry, so I do not know the answer to that question.
