I have heard of one example of when that happened. I put that forward in the report. I will have private chats with my Ministers as well. Every Deputy Minister or Secretary General will do that. Is that enough? No. Important in that particular case is whether other senior officials in the Department know that happened. The answer is "no". There is more coherence needed on these things.
