That can be stated because it was working hard to improve and had the right people to do that. If it embraced the changes, it could rebuild itself.

Clearly, the Department needs to rebuild itself with the same effectiveness it has used on some of the immediate, short-term economic agendas.

One can see a common purpose in everything stated in the report. We are saying something positive about every sector of this economy and observations about issues that must improve going forward. It is an honest and frank assessment.
