I would say it is not the sort of report I would want to read on Canada if I was the Minister for finance. It is very direct advice. It says they did not do what they should have done. Again, would I have done a better job if I was here through that whole period? I would like to think I would but I do not know. Looking back, when I say that, I was not trying to be critical of the people who were there at the time. It was an extraordinary time, but what we were asked to do by the Minister of the day and his Secretary General was to say what are the lessons from that going forward. The lesson was they should do a lot of things better.
