I think that is a very good point. No, I have not seen any evidence of that. I would have thought that, when decisions were being made coming out of other processes such as the social partnership or the programmes for Government, if there was a surprise to the upside, that was then spent. I would hope - but I know it did not exist in writing - that there was a repeat of the advice that was given earlier and perhaps heightened concerns. I did not see it. It did not exist.
