Committee of Inquiry into the Banking Crisis

It is conclusion of the committee. As with all of the conclusions, there is some evidence. Here it is more a summary conclusion for which the commission bears the responsibility. The evidence really is of people who had doubts but did not voice them, not necessarily all the time but part of the time, and also, of course, because people are smart. All the people we are talking about here, even though we are talking about institutions, they are smart. One can doubt in the beginning but once one's doubts have proven unfounded year after year after year, one might change one's mind. The question is really when did one doubt. There was some indication that people who doubted in the beginning were less doubtful later.
