That is a difficult question to answer because I did not look in depth at auditor activities in other countries. Judging from the fact that all the banks that got into trouble in other countries also had auditing firms, and sometimes the same auditing firms, the implication seems to be that maybe there was not such a big difference in various countries after all. That is just a guess.
