I thank Mr. Nyberg. Time is short with us more brief questioners. To the extent possible, perhaps we could do some yes-no type answering, if that is possible. I want to speak briefly to Mr. Nyberg about auditing and regulation first. He very specifically said earlier that regulation and supervision were not the problem, per se, but clearly implementation, or perhaps he meant enforcement, was the problem. To what extent was that a major problem? Why did it happen? Does Mr. Nyberg feel that the proximity or, for want of a better expression, over-familiarity between regulator and operator was a cause for exacerbating the lack of enforcement?
