It is not meant to be applied to individual houses as such. It is meant to be applied to vacant, under-utilised sites which can be developed for residential purposes. Again, we can look at this in terms of the detail as we develop the legislation but as of now, it is meant to be applied to vacant and under-utilised sites. Unused housing is a separate issue. We can consider it.
