One could argue that doing a budget on an annual basis with aggressive lobbying in its negotiation consumes a significant amount of resources both for the political and senior Civil Service class. One can make the argument that by doing it on a multi-annual basis and sticking to it, one economises on resources which one can then deploy in doing the sort of evaluation to which Senator Barrett often refers.
