As for the operational measures, the Venice Commission of the Council of Europe, for example, in its report of 2006 referred to serious risks and substantiated claims. In its report of 2007, the Irish Human Rights Commission did not recommend a requirement that aircraft be searched. However, with regard to sovereign immunity, there is no means for overriding the principle of sovereign immunity. It is a principle of international law.
