To respond quickly, it is the intention in the Bill that the obligation to register shall not apply to unpaid volunteers. Section 5 is constructed to ensure the obligation to register is linked with an employer. Bluntly, I am attracted to the Deputy's formulation as it is clear. If he will allow me to go back and talk to the parliamentary counsel, I invite him to resubmit the amendment on Report Stage. If it is possible to do so, I will accept the amendment.
