Deputy Collins will appreciate that of the 31,000, a significant number did not bring their licences to court. They were convicted but they did not bring their licences into court, and when that happens there is not much we can do. We are in the process of agreeing with the Garda Síochána that those people who do not provide their driving licence details will be prosecuted. There are issues in that regard.
