The second question related to the skills of those on the board. Again, we must bear in mind that we are discussing the general scheme of the Bill. Head 17(4) refers to the fact that the board shall have regard to the need for appropriate expertise on the board, such as skills and-or expertise in arts and music, learning and access, finance, business, administration, marketing, fund-raising and philanthropy. Head 17(2) states that all appointments by the Minister shall have regard to an independent assessment process based on a published skills matrix to be drawn up by the Minister and managed by the Public Appointments Service. I hope that clarifies the point. Clearly, there will be a reference to gender quotas, as appropriate to legislation as well.
