Let me be quite clear. They made the proposal at a meeting convened by a senior civil servant, myself and Peter Aiken. Peter Aiken made the proposal to me and I asked if there was consultation with the Garda to see if it would be happy. I was told the Garda would be. I said that was fine and if it was wished to send in an event management plan on that basis, we would certainly consider it. We would still have to approve it.
